SACCC PROGRAM

 The Bayview Civic League Proudly introduces our new and improved community awareness program - SACCC (pronounced Sacksy).  It is like a traditional Block Watch Program but more comprehensive.  We invite all interested individuals, groups and civic leagues in our area to come to these meetings.

                                                                                     

                                                                                      

 

Public Forum at Bayview Recreation Center
The Norfolk Police Department will hold a Public Forum on Wednesday, December 17, at Bayview Recreation Center, 6:30 – 8:30 p.m. Topics to be discussed includes:  Gang Activity; Crime Prevention; Domestic Violence/Sexual Assault; Office of Professional Standards; Codes Enforcement. Citizens are invited to learn from the experts and hear answers to their questions first-hand. For more information, call 664-6937.

 

 

SACCC Reminders:

Take a few extra steps and look out your window at night as you are locking up or, if you are like me, and get up at night because you cannot always sleep check your street for strange happenings.

 

 

 

What the heck is SACCC?  It’s an acronym for our Bayview Civic League’s new community awareness program.  SACCC is taken from the first letter of the several components of the program which are:

Senior Watch:  This component will urge neighbors to watch out for the senior members of our community for issues such as medical emergencies, transportation needs, poverty issues, depression, and need for some sunshine.  

Animal Watch:  This component will encourage neighbors to look for and report cases of animal abuse, poor living conditions for animals, dangerous animals, and strays.

Child Watch:  This component will encourage neighbors to be on the alert for problems of abuse, lost children, strangers lurking around children, obvious medical needs, and similar needs with proper reporting as needed.

Code Watch:  Citizen surveillance and reporting of code violations which occur in our neighborhoods is continuing need as Bayview changes and gets to be a better place to live.

Crime Watch:  The establishment of a “traditional” crime watch program with reporting of issues to the proper authorities.

The SACCC program will establish an email and phone network that will allow each neighbor to get support and advice from community leaders, their neighbors, and local government.

SACCC is a component of and under the management of the Bayview Civic League.  However, its meetings and activities will be held separate from civic league meetings with appropriate reports made to the larger body of the civic league as needed.

Some folks have wondered why we need to call the new effort SACCC, which to some sounds too close to SEXCC, but given the alternative name which would be:

 Meeting Notes:  SACCC                   18 Mar 2008 

The March 18th meeting was outstanding.  Just a couple of us attended the meeting to hear a great presentation on Domestic Violence.  The meeting was a perfect example of what SACCC can do for the community- it provides a great forum for a small group to learn and discuss issues important to us all.  It is much easier to ask questions and exchange ideas in a round table format than in the large civic league meetings.

 

A new member joined us last night after reading about the meeting in her church bulletin.  Welcome to Rebecca Edwards.

 

We decided to meet once again on Tuesday April 29th,  (7pm at the Pretlow Library)  and to have a speaker from Animal Control talk about strays, feral cats, wildlife problems, shots, their services, and etc.  This should be a meeting of interest to many in the community.  Hope to see you there. 

 

Two other meetings topics which were suggested were drugs in our community and juvenile crime.   Both subjects will be scheduled at future meetings.

 

We discussed opening SACCC to other civic leagues and community groups, so let your friends and neighbors in other neighborhoods know they are more than welcomed to attend our meetings when there is a topic of interest.  We will probably begin to place meeting announcements in the Virginia Pilot Compass and will contact area churches to advised them of meetings of interest.

 Meeting Notes:  SACCC                   29 April 2008

The April meeting was a great success.  Seven members attended a great discussion with two managers from the Norfolk Animal Care Center and enjoyed the attentions of the promised puppy and a kitten.  See the May newsletter for a full report.

Startup notes and thoughts

During this start-up period monthly meetings will be held in next few months to judge interest.  If there is sufficient interest in the group, we will move to quarterly meetings.

Purpose:  SACCC is a function of the BCL but will hold meetings and act separately under the overview of the president of the BCL.  Function of SACCC is to bring awareness of community issues as listed in the description of the SACCC program. It will encourage and generate articles of interest for the BCL Newsletter; will recommend speakers for the BCL as well as for the SACCC meeting; and will reach out to the community in all possible ways.

Membership in SACCC:  It was decided that membership in SACCC should be available to all who may be interested, not just to BCL members.  This is a community wide effort and SACCC may appeal to our neighbors not interested in the general civic league meetings.

Focus of Meetings:  Meetings will bring in speakers of interest in all SACCC interest areas.  It was felt that the small meeting format of SACCC would provide a unique opportunity to really explore the issues we are all interested in with invited guests. The larger BCL meetings will continue to have speakers of interest to SACCC as well.

Tri-fold Brochure:  Ron and others will design and get printed a brochure which will be used to advertise the SACCC program in general and distribute the “Know your neighbors” form.  It will be available for distribution at local stores, to members to give to neighbors, and will be used at any special programs that SACCC may present to others groups. (PTA and Churches were mentioned as groups we should approach.)

Traditional “Block Watch Programs”:  It was agreed that a traditional approach of block captains and block watchers would not work in Bayview based on past efforts and experience in other communities.  Therefore, the SACCC approach would be used in the BCL, with modifications as demanded by members.

Crime Prevention CRO’s:  These officers will be approached to attend all SACCC meetings to add their experience to the discussions with the expert speakers we bring to meeting.  Not discussed at meetings, but I think we should also invite (when appropriate), the precinct captain and Chief or their staff.

ECO-Fair:  SACCC will set up a table at the ECO-Fair to help spread the word.

GANGS:   A brief discussion about gangs in our area was held.  Information from the NPD indicates that there are 67 gangs in Norfolk with 1500 to 2000 total members.  The gang of immediate interest to the BCL is the gang called the “Bounty Hunter Bloods”.   There 450 total members in this gang.   150 of are located in Ocean View.  This gang is linked to homicide, robbery, narcotics, firearms trafficking, and vandalism.  Typical membership is black males from 9 to 35.  Given these facts, the Gang Squad will be invited to our April meeting so we can get more information.
